Linux port issues in notes.ini - Domino BUG?

After more research, the issue seems to be that the cluster will on function on port 1352. I can tell it to run on another port, but it won't. It will choose to run on 1352 no matter what. Then it will generate errors as the TCP Listen service conflicts with the other ports. Now I need to add an ICM port to this mess.

IS THIS A BUG OR AM I MISSING SOMETHING? Thanks.
